The Frankfort Police Department (FPD) Narcotics Unit initiated an investigation in May 2024 regarding the delivery of illicit substances through the mail. FPD Detectives contacted the United States Postal Inspection Service (USPIS). A joint investigation began that resulted in the arrest of 21-year-old Joel Servin of rural Frankfort. Servin was arrested for Dealing in a Narcotic Drug (Fentanyl), a Level 2 Felony and Possession of a Narcotic Drug, a Level 4 Felony.
The arrest operation was conducted on July 5, 2024 by FPD, USPIS and the Clinton County Sheriff’s Office. The case is currently under review by the Clinton County Prosecutor’s Office and the U.S. District Attorney’s Office.
“Our narcotics unit continues to investigate criminals who are selling or attempting to sell fentanyl in our community,” stated Chief Scott Shoemaker. “I am grateful for the collaboration with the postal inspectors to arrive at an arrest.

As the law enforcement arm of the U.S. Postal Service, the USPIS leads our efforts to eliminate opioids and other illicit drugs from the mail by investigating mail-related crime and working closely with other law enforcement agencies to share intelligence, coordinate cases, and conduct joint enforcement operations.
