Town leaders in Attica are upset with the state's possible plan to bring water to the LEAP project in Boone County. The LEAP project is a big economic project anchored by Eli Lilly north of Lebanon. It needs water, says the state, and their idea is to pipe it in from an aquifer 40 miles away -- the same aquifer under the Wabash River that the whole town of Attica relies on. Attica town councilor Larry Grant says his town is defenseless from the plans because of how loose water rights rules are in the state.
