A jury recently indicted three people for trying to defraud the Indiana Department of Education. The scheme involved two online charter schools, Indiana Virtual School (IVS) and Indiana Virtual Pathways Academy (IVPA). The indictment states that - between 2016 and 2018 - Tom Stoughton, Percy Clark, and Phillip Holden submitted false numbers to the IDOE. They received state funding for the number of students they had reported. But, some of those students were not actually attending IVS or IVPA. Police believe they got more than $44 million before being caught. If convicted, their time in federal prison could range from 10 to 20 years.
